House passes Senate-backed DHS funding bill, ending partial shutdown

The House approved the Senate-backed Department of Homeland Security funding bill by voice vote and sent it to the president for signature, ending a 76-day partial DHS shutdown once signed. The package funds most DHS components, including FEMA, TSA, CISA, and the Coast Guard, while excluding funding for Immigration and Customs Enforcement and parts of Customs and Border Protection. Restoring funding restarts pay and operations for disaster response, airport security, and cyber defense, but the ICE and CBP carve-outs guarantee immigration policy fights will continue in upcoming negotiations.
