EU backs body to compensate Ukraine war victims

On May 11 EU foreign ministers agreed to ratify a convention creating an International Claims Commission empowered to award compensation to victims of Russia's war against Ukraine. Canada is expected to sign the convention during a Brussels visit on May 11, which would make Canada the first non-European country to join the commission. Ministers left open whether frozen Russian state assets will be used to fund awards, creating a legal and political debate over how reparations would be paid. If implemented, the commission would give Ukrainian victims a formal legal route to restitution and increase international pressure on Russia to provide financial redress for wartime damage.
