In its opening economic proposal to the players, MLB owners revealed some of the details of a hard salary cap. In 2027, they’re proposing a salary cap of $245.3M and a floor of $171.2M with a 50-50 split of revenues. More details (free to read):

The bargaining dynamics of MLB owners asking for the salary cap and floor, rather than just the cap are important. The whole proposal is theirs. The floor isn't a concession the players have asked for. It gives them leverage to both negotiate for better terms and/or ask for additional concessions.
