Russell Vought seeks to strip peer review from federal science grants

Office of Management and Budget Director Russell Vought proposed a "financial assistance" rule to allow political appointees to waive external peer review and directly approve federal research grants. Under the proposal, agencies could sidestep standard external scientific peer review panels, shifting final funding decisions from independent experts to agency leadership and White House political staff. Scientists, public health experts, and congressional Democrats warn the change would politicize which projects receive funding, risk supporting lower-quality or ideologically driven research, and undermine responses to health, climate, and technological threats.
