Chris Bryant bans Drumcree Orange Order parade

Northern Ireland Secretary Sir Chris Bryant has banned the Orange Order parade at Drumcree from marching down Garvaghy Road in Portadown after an almost two-week stand-off between Orangemen and nationalist residents. Chief Constable Jon Boutcher asked Bryant to review the Parades Commission determination, saying it would not be possible to enable the procession without a major intervention that would carry an unacceptable risk of serious injury, disorder and a wider contagion effect across Northern Ireland. The Parades Commission told Bryant it now believes its original determination does not have enduring legal effect in light of the chief constable’s assessment, and Bryant concluded the procession cannot go ahead as determined for public safety. Sinn Féin and the SDLP welcomed the decision, while the DUP leader said Bryant must explain what his government will do to restore confidence in the rule of law. Breandán Mac Cionnaith of the Garvaghy Road Residents Coalition said the outcome was a win for residents but “tinged with sadness and with loss.” Boutcher warned that any police operation to force the march through would have required substantial public order intervention with catastrophic long-term consequences for trust in policing and for the peace process. The Parades Commission said it hopes the dispute can be resolved through constructive engagement between those concerned.
