Analysis: midterm spending reshaped since Citizens United

Major changes in U.S. law and industry have concentrated far larger, less transparent sums behind this year’s midterm elections. AdImpact projects $11.6 billion in ad spending this cycle, topping the $11.2 billion spent in 2024, and OpenSecrets puts total midterm spending on track for $11.9 billion. The Brennan Center finds the top 40 donors gave $2.4 billion by mid-October, seven times the top-40 total in 2014 adjusted for inflation, and those donors now back Republicans three to one versus Democrats; in 2014 the top 40 favored Democrats two to one. Super PAC spending hit $2 billion by the end of September, 51% higher than the last midterm cycle adjusted for inflation. The New York Times counted at least $1 billion spent by dark money groups by the end of August, and the Brennan Center estimates dark-money groups now make up 29% of the top 40 donors with about $699 million largely untraceable. The 2010 Supreme Court decision Citizens United opened the path to unlimited corporate and union political spending, and enforcement gaps plus routine flouting of rules meant to bar coordination between campaigns and independent groups have left who controls vast war chests difficult to verify; Trump’s public claims about control of a Super PAC underscore those enforcement limits. Democrats remain positioned to retake the House and possibly the Senate even as Republicans heavily outspend them, making these unprecedented flows of money a central factor in the outcome.
