Minnesota probes ICE arrest of Hmong American as possible kidnapping

Ramsey County is investigating the January arrest by Immigration and Customs Enforcement of a Hmong American man in St. Paul as a possible kidnapping. Video of the raid shows ICE officers forcing the man out of his home wearing only underwear and sandals. County officials announced Monday that the criminal probe will examine whether the arrest involved kidnapping, burglary and false imprisonment. The investigation will determine whether state prosecutors should pursue charges against the federal officers involved.
