U.S. Customs and Border Protection launched the CAPE portal on Monday to let importers and businesses file claims for roughly $166 billion in tariff refunds. The refunds follow the Supreme Court's February ruling that many Trump-era tariffs were unlawful, after companies paid more than $160 billion in duties. CBP said claimants must upload documentation proving duty payments through the portal and that Customs will review and adjudicate claims under new procedures. Payouts will go to importers and businesses rather than individual consumers, leaving open whether costs passed to shoppers will be reversed.
