On April 22 EU ambassadors backed a 20th package of sanctions against Russia and opened the written procedure to unlock a €90 billion loan for Ukraine. Hungary and Slovakia lifted their vetoes, with Slovakia saying it would support the measures after restoration of the Druzhba oil pipeline. A spokesman for the Cyprus presidency of the EU Council confirmed the formal written procedure has been launched and said the file could be completed as soon as tomorrow afternoon. The move clears the way for fresh EU funding to Kyiv and tougher bloc-wide measures against Moscow.
