At the Miami Grand Prix start Max Verstappen spun on lap one and fell back through the field while Charles Leclerc seized the lead. The race went under a safety car after Pierre Gasly and Isack Hadjar both hit the wall; both drivers climbed out of their cars and Hadjar was visibly angry. Hadjar had been disqualified from qualifying and will begin the race from the pit lane, while most competitors started on medium tires with Hadjar the only driver on hards. The early incidents force teams to revise pit strategy and open a clear opportunity for Leclerc to extend his advantage in the opening stages.

They'd rather keep him in play if it means there's chaos to be caused in the later stages. Giving him the penalty immediately eradicates that jeopardy. Either that or favouritism, and we've totally not seen that before...
The simplest explanation is usually correct. Waiting til after the race to investigate means he wouldn’t have to serve the penalty in the pits if he were to pit again, given they all saw how early he had to pit after spinning and cooking his tires (where he came out for that pit exit)
