Administration moves special education and civil‑rights oversight out of Education Dept.

The Trump administration moved the Education Department's Office for Civil Rights into the Justice Department and shifted oversight of special education to the Department of Health and Human Services. The change gives DOJ responsibility for enforcing civil-rights complaints in K-12 and higher education and places monitoring and compliance for programs under the Individuals with Disabilities Education Act with HHS. About 7 million students receive special-education services, and advocates say the transfer could fragment accountability, push disputes into legal or medical systems, and make it harder for families to secure mandated services.
