As with the Findus Crispy Horse Cakes, it's not the fact that it's a different meat that's the issue (both horse and goat are obviously very tasty), it's that they've been lying to you and could have been feeding you anything
Also there are different veterinary meds for animals which are pets and which are for consumption - which was a potential issue with horsemeat. It‘s deception, as you say, but also very murky supply chains.
tbf the horsemeat scandal wasn't a scandal solely because it was mislabelled. Horsemeat raised for human consumption is more expensive than beef. But it was turning up in cheap beef products at around the same time as the media were reporting on pet horses being abandoned after the financial crash.

Fined 10% of the money gained from the scam.... Hmmmm, brb gonna sell definitely legit food. Like the horsemeat scandal, just label it properly and no-one cares. Takeaway pizza switched to turkey ham decades ago and only people that put flags on lampposts get mad... So no real loss.

The best kebab I ever had was in the early '80s in Croydon, just before the shop was raided and shut down for having greyhounds in the freezer.
