House passes Sunshine Protection Act to make DST permanent

The U.S. House of Representatives voted 308-117 Tuesday to pass H.R.139, the Sunshine Protection Act of 2025, which would make daylight saving time permanent nationwide for states that choose it. The House Rules Committee had approved a rule 6-4 to bring H.R.139 to the floor under a closed structured package; Representative Griffith moved the rule, which provides one hour of debate divided between the chair and ranking minority members and allows one motion to recommit. Committee members offered and lost recorded amendments including a standard-time substitute and measures tied to veterans and Cuba; the rule also sets procedures for related bills H.R.8595, H.R.9237, and H.R.1181. The bill exempts jurisdictions that already observe permanent standard time, including Arizona, Hawaii, Puerto Rico, Guam, and the U.S. Virgin Islands. The measure passed with bipartisan support and now heads to the Senate for consideration.

Wow. The House has *passed* the Trump-backed plan for year-round daylight saving time. States would be able to opt out. The bill heads to the Senate. This is a huge development for those of us on the sunshine policy beat. with the great @annalissroy.bsky.social
