Angela Rayner returns as Housing Secretary

Angela Rayner has returned as secretary of state for the Ministry of Housing, Communities & Local Government after Andy Burnham became prime minister. Communities secretary Steve Reed announced his departure from government this afternoon as part of Burnham’s reshaped cabinet. Rayner previously held the role until resigning in September after it was found she breached the ministerial code over failure to pay sufficient stamp duty on the purchase of a flat. MHCLG accounts published last week show Rayner received almost £17,000 in severance for leaving the role. Burnham’s early cabinet also names Yvette Cooper as health and social care secretary, John Healey as chancellor, and Lucy Powell as education secretary.

As it’s Bluesky, I’ll say for the official record that I haven’t read Phillipson’s comments on trans rights - which it sounds like I would hate. If you ever see me praise a politician, it does not mean I agree with them on everything. I praised Phillipson only for what I said: her Send skills.

Serving as the Secretary of State for Housing, Communities and Local Government has been the honour of my life and although I am disappointed to be leaving government now, I wish your new team every success.
We won power the hard way. I was part of the campaign that fought to save our party and take it back to power against all the odds after our worst-ever election defeat. In 2017, I set up a group that played a significant role in exposing and driving out the anti-Jewish racists who'd occupied our party and led it to being found institutionally racist. I was proud to be part of the team that then turned the party around under Keir's leadership and took us forward to a landslide election victory.
In the two years since, I have been Secretary of State in two departments. At DEFRA, I began the process of bringing water companies under greater local public control and introduced severe punishments for water executives responsible for pollution. I put profitability at the centre of reforming British agriculture and introduced far reaching recycling reforms that will ensure the UK uses its resources in a more sustainable way. I introduced the Land Use Framework and Nature Restoration Fund to restore nature after it had faced such dangerous decline for so long.
At MHCLG, I sped up work to devolve power out of Whitehall and was grateful you acknowledged this "increased clarity of drive towards devolution" in your IF speech earlier this year. This is something I've written about, acted on and campaigned for since 2009 when I led a council pioneering models of community power. I set up a new unit to create a government-wide focus on place and established a model for place-based working that puts real power directly into the hands of communities and public service users in the way you, like me, have long argued for. This needs stronger support from No. 10 if it is to overcome what you correctly identify as
"contradictory positions" in other government departments.…
