President Trump signed proclamations on Monday imposing 50 percent tariffs on a range of Canadian goods, effective August 19. The levies cover hockey equipment including hockey sticks, Canadian beer, wine, liquor and milk, as well as electronics, honey, flower bulbs, down feathers, plywood, cowhides, jewelry and cement. The White House said the tariffs respond to what it called Canadian "unreasonable, unequal, and discriminatory actions" and cited past Canadian tariffs on certain U.S. auto imports. The duties were issued under Section 338 of the Tariff Act of 1930, a power the administration says has not previously been used this way. A senior administration official said goods moving under the U.S.-Mexico-Canada Agreement will not be exempt from the new tariffs. U.S. Trade Representative Jamieson Greer framed Canada and China as the only countries that retaliated against U.S. tariffs, while Canadian Prime Minister Mark Carney said Canada matched past U.S. tariffs and said Canada is willing to negotiate and "modernize" the USMCA. The Distilled Spirits Council of the United States said the 50 percent tariff "deepens trade tensions and raises the risk of further retaliation."
