Seeing a lot of chatter about this, so to definitively answer: the best album of the 90s came out in October 2000, which is still the 90s under the strict AD calendar interpretation of the term, and it was PJ Harvey's Stories From the City, Stories From the Sea.

The best album from the 90s about the 90s is Beck’s Midnight Vultures
Incredible record and also so weird that my least favorite song on it is the collaboration with one of my other all-time favorite rock singers.
