A U.S. State Department slide shown at the Aids 2026 conference in Rio de Janeiro displayed a map that mislabeled every African country, prompting attendees to screenshot and share the image online. Reuters reviewed video of the presentation by Jeff Graham, the U.S. health envoy who oversees PEPFAR, and found the map image contained an artificial intelligence watermark indicating it was produced with OpenAI tools. The map placed Nigeria landlocked in the Sahara, relocated Mozambique to the Horn of Africa, and put Côte d’Ivoire on the opposite side of the continent; Reuters said the U.S. currently has several hundred troops deployed in Nigeria. Screenshots first appeared in a Substack post by AIDS expert Emily Bass and were amplified on professional networks; Atlantic Council analyst Matt Petit criticized the slide creator for failing to check basic geography. The State Department said it “takes full responsibility,” attributing the error to a team member who hastily changed the slide deck before the event, and said conference discussions were substantive and constructive despite the map. The department reiterated its commitment to fighting AIDS and noted disruptions from last year’s funding pause, while continuing core PEPFAR work and planning program changes, including a full phaseout in South Africa.
