The visit is Ratcliffe’s first publicly known trip to Russia as CIA director under President Donald Trump and lasted only hours, according to media reports that first flagged his presence. The trip comes with Ukraine-Russia peace talks stalled and one day after Treasury Secretary Scott Bessent announced Operation Economic Outcast, a new U.S. strategy to isolate Iran, a country with strategic trading ties to Russia.
