U.S. special envoy Steve Witkoff arrived in St. Petersburg on the morning of Oct. 21 to prepare a new round of peace talks with Russia, meeting Kremlin-linked official Kirill Dmitriev and due to meet President Vladimir Putin at Konstantinovsky Palace, Russian adviser Yuri Ushakov said. Witkoff had met President Volodymyr Zelensky and European officials in Oslo on Oct. 20 to discuss Ukrainian and European peace proposals ahead of the Russia trip. Norwegian Prime Minister Jonas Gahr Støre said those Oslo talks could "possibly pave the way for a meeting at leaders' level." Kyiv’s relationship with Washington is strained amid Ukrainian concerns that the U.S. may be withholding Patriot air-defense missiles and other support. U.S.-Russia discussions are also tied to the possible release of Stephen Hubbard, a 72-year-old American detained by Russian forces in 2022. President Donald Trump has questioned the need for a trilateral, same-room meeting, and the Kremlin reportedly prefers a meeting between Putin and Trump in China as a path to a favorable deal for Russia.
