The Greater Manchester mayor was blocked by Labour's NEC from standing in Gorton and Denton, so his team has lined up a candidate to succeed him as mayor while he pursues a Commons seat. Burnham intends to use the by-election to set out a "radical rewiring" of the state, including changes to the electoral system and a 10-year growth plan.
