IOC to end neutral-status vetting for Russian athletes ahead of 2028 Olympics

The International Olympic Committee advised sports federations on Tuesday to end a three-year program vetting Russian athletes for neutral status ahead of qualifying events for the 2028 Los Angeles Olympics. The move follows the IOC’s decision two months earlier to allow athletes from Russia and its ally Belarus to compete again with their full national identity. The IOC said it stands in solidarity with the Olympic community of Ukraine and will continue supporting it, while easing entry requirements for Russian athletes to IOC events and provisionally lifting the suspension of the Russian Olympic Committee that began in October 2023. The IOC said the terms of that suspension, imposed after the Russian Olympic body incorporated regional sports councils from occupied Ukrainian territory, no longer applied. Just 32 athletes from Russia and Belarus competed at the 2024 Paris Olympics as approved neutrals and combined to win five medals; by comparison Russia sent more than 300 athletes and won 71 medals at Tokyo 2021. The IOC has not yet approved allowing Russian athletes and teams to compete under their flag and anthem, saying that decision will come at an appropriate time. To address confidence concerns, the IOC said athletes must submit to multiple doping controls and be part of a recognized testing program, and it reiterated it will not host IOC events in Russia or invite Russian government or state officials.
