House Minority Leader Hakeem Jeffries said in a Dear Colleague letter that he will oppose the Massie amendment, led by Rep. Thomas Massie, to strip all U.S. aid to Israel from the fiscal 2027 State Department appropriations bill. Jeffries called the amendment overly broad, citing concerns from Reps. Rosa DeLauro and Greg Meeks and from J Street, and said it would hit nonmilitary aid and U.S. Embassy operations and hamper U.S. efforts to confront Hamas, Hezbollah and other terrorist groups. He accused Republicans of advancing the measure for partisan reasons but said Democratic leadership will not whip the vote and acknowledged there are good faith reasons to vote either way. At the same time, Jeffries demanded urgent change in the U.S.-Israel relationship, urging a major reset that defends Israel as a Jewish and democratic state while also supporting a Palestinian state. Jeffries said direct U.S. military aid should end when the current memorandum of understanding expires in 2028, while future arrangements must preserve Israel's qualitative military edge and adhere to human rights laws. He criticized Prime Minister Benjamin Netanyahu for damaging Israel's standing and called for sanctions and criminal liability for Israelis involved in violent activity in the West Bank.
