Westminster Council have always been terrible on this. The pubs in Westminster itself are awful because there's no new licenses and no competition. Great for the owners of said awful pubs, good for residents who don't go out in Westminster, bad for everyone else.

FWIW, Westminster Council completely denies that the Guardian story is true and is apparently furious that the paper did not include the part of the quote they were given which specifically says it isn't true. The full quote is here.
