Russian President Vladimir Putin made his first visit to Iturup (Etorofu), one of the southern Kuril Islands that Russia administers but Japan claims, landing on the island after Pacific Fleet drills, Russian and international outlets reported. During the trip Putin toured a local fish processing plant, a hospital and a school and met residents and regional governor Valery Limarenko, according to local reports. Tokyo lodged a formal diplomatic protest, with Japan reiterating that the islands, which Japan calls the Northern Territories, remain part of its territory. The visit came as Russian Pacific Fleet exercises were underway and follows heightened tensions over Western actions against Russian shipping, which Russian officials criticized during the tour. Japanese Foreign Minister Toshimitsu Motegi issued the protest and restated Japan's claim, signaling that Tokyo will continue diplomatic pressure following the visit.
