That seems to be how it's being handled on Steam at least, although they'll only be available separately when it's released.

Yes. On Switch MGS4 is going for £26.98 and Peace Walker for £15.98. Buying the bundle is the only way to get Ghost Babel though, so if you think you might want that in the future, better to get the bundle.
