Missouri Republicans push amendment to roll back abortion rights

Missouri Republican leaders placed a new constitutional amendment on the November ballot called Amendment 3 that would restore the state abortion ban while allowing limited exceptions for rape, incest, medical emergencies and fetal anomalies and would constitutionally prohibit gender transition care for minors. Voters approved a different Amendment 3 in 2024 by 51.6% to 48.4% to restore abortion rights, meaning a shift of about 48,000 votes would flip that result. Critics say the GOP bundled the two issues to make repeal more palatable and note Missouri law already bans gender transition surgeries for minors and, through August 2027, bars new prescriptions of puberty blockers or cross-sex hormones; the proposed amendment would enshrine those restrictions in the constitution without an expiration date. The move follows repeated defeats for Republican priorities at the ballot box this year, including more than 80% of voters rejecting a measure to make citizen constitutional amendments harder and more than 83% rejecting Gov. Mike Kehoe’s income tax phaseout plan. Ken Warren, professor emeritus of political science at Saint Louis University, said Republicans have become "drunk with power," arguing the party misreads voters despite holding a legislative supermajority and all statewide offices. If approved in November, the amendment would directly overturn the 2024 constitutional protection and permanently lock in stricter limits on gender-affirming care for minors.
