Former prime minister Stephen Harper will deliver the closing speech at Prime Minister Mark Carney’s first Canada Investment Summit in Toronto, the National Post reported. A senior government source confirmed Harper’s long-rumoured participation and said his presence is meant to show attracting foreign capital to Canada is a cross-partisan exercise. The two-day summit Monday and Tuesday is Carney’s flagship event to pitch investors on more than 160 Canadian projects seeking investments ranging from $25 million to hundreds of millions. Pension investors figure prominently: John Graham of Canada Pension Plan Investment Board is expected to give a keynote, and guests include BlackRock chairman Larry Fink, Barclays CEO C.S. Venkatakrishnan, and senior managers from Saudi Arabia’s PIF and Norway’s Norges Bank Investment Management among roughly 250 invitees from more than 25 nations. Harper, who chairs the Alberta Investment Management Corp that manages over $200 billion, speaks to Carney regularly and will make a rare open-to-media address at the summit. Organizers and city officials also face logistical and security challenges because the summit coincides with other major Toronto events, which local coverage says will complicate security planning.
