ICE guidance bans high-speed car chases

A newly obtained U.S. Immigration and Customs Enforcement memo orders agents not to engage in high-speed car chases and restricts which officers may stop vehicles, the AP reports. The guidance requires agents to complete specific training before conducting vehicle stops and adds tighter traffic-stop rules, including equipment and body camera requirements. The memo follows a series of ICE-initiated vehicle encounters in which agents fired their guns more than a dozen times since last year, killing at least four people and wounding several others. ICE officials circulated the internal guidance to limit who may resume vehicle stops and to impose new procedural safeguards for such operations. The AP obtained the memo and reported the changes as internal policy adjustments intended to curb dangerous pursuits and shootings during traffic encounters.
